Alderney's September States meeting was postponed due to a lack of members.
The Government of Alderney Law states at least seven of the ten members must attend a meeting for any decisions to be made but just six turned up at the Courthouse on Wednesday.
Richard Willmott and Bill Walden were both absent, while Boyd Kelly is in the UK following the death of his father. The other absentee was Liz Bennett, who resigned from the States in July and has since moved to Yorkshire.
President of the States Sir Norman Browse said: 'I am afraid we don't exist as the States. We cannot even take the first piece of business. We just have to postpone all the items until the meeting in October.'
Members were due to ratify November's election date and confirm a plebiscite for the island's Guernsey representatives. They were also going to vote on increasing various company filing fees by 2.4%.
A States spokesman said the postponement would not affect the election dates, as there would still be enough time to arrange them.
