Increasing the water rates by five per cent, instead of the budgeted ten per cent, is also on the agenda, along with questions and reports.
Convener Boyd Kelly opened the meeting, which lasted just two minutes, by paying tribute to outgoing States President Sir Norman Browse.
Mr Kelly said: "I would like to wish Sir Norman all the very best in his second retirement and I would like to welcome the President-elect, Stuart Trought, to our political body."
The July States meeting will take place on Wednesday (June 22) at the Courthouse from 5.30pm.
