Captain Robert Barton looks set to join the Alderney Commission for Renewable Energy (ACRE).
States members are expected to ratify Captain Barton's appointment as a commissioner on March 17, after he was recommended to join the regulatory body by the Policy and Finance Committee.
Marine expert Captain Barton will become the third member of ACRE - which is overseeing Alderney's tidal power project - and joins chairman John Antill and commissioner Pamela Dixon.
The States is hoping to appoint at least one more commissioner in the coming months.
Dr Antill took over as chairman last year after Gordon Fitton stepped down. Since last June Dr Antill and Mrs Dixon have been ACRE's only members.
Writing in this month's Billet d'Etat, Policy and Finance chairman Richard Willmott said Captain Barton would join ACRE for two years.
Mr Willmott went on to explain the reasons for recommending Captain Barton's appointment.
"Account was not only taken of the strength of the individual experience and qualifications of those interviewed but also of the balance of these, having regard to the expertise of the existing commissioners, required to meet the needs of the Commission in the immediate and medium term future.
"Captain Barton's considerable experience in marine matters was considered to provide that balance."
Mr Willmott said the States could appoint a maximum of two more commissioners to ACRE.
