A deal to develop Fort Tourgis into a hotel and conference centre has been signed.
Dutch developers Verweij en Partners (VP) were given outline planning permission in April after offering £1m for the fort's freehold.
The States unanimously accepted VP's offer, which includes £400,000 for improvements to the airport's terminal building, in May.
Policy and Finance chairman Richard Willmott said: "I am pleased to report the option agreement with VP was signed on June 4. I am also pleased to say that notwithstanding changed economic conditions since first bidding, VP are fully committed to proceeding with their scheme and hope to begin mobilisation by this time next year.
"Preliminary discussions on possible new arrangements regarding the airport will take place next month."
VP has a strong record of completed projects, primarily in, but not restricted to The Netherlands, including a significant number of restorations of historic buildings.
